Millcreek CDBG

Millcreek Township is a “direct” HUD entitlement municipality which receives its annual CDBG allocation from the U.S. Department of Housing and Urban Development, under the provisions of Title I of the Housing and Community Development Act of 1974, as amended. Millcreek was designated a HUD entitlement in 1998 when its population went over 50,000 persons. Prior to this designation, the Township was considered a non-entitlement municipality and eligible to compete for a share of County CDBG funds. The Township annually receives approximately $250,000 to $300,000. County Planning administers the Township’s CDBG program at the request of the Township supervisors.

Since 1998 the Township has received nearly $3.5 million in CDBG funds. The funds are to be used to undertake activities which address community development and/or housing needs as identified in the Township’s Five Year Strategic Plan and which primarily benefit low-to-moderate income persons. As with the State CDBG program, “primarily benefiting” means that 51% of the persons to benefit from an activity are of low-to moderate income. HUD permits an “exception” to this requirement for municipalities that have few, if any, areas within their jurisdiction having 51% or more LMI residents. Millcreek Township meets this “exception criteria”.  HUD allows Millcreek Township to use 37.1% as the minimum LMI percentage to qualify projects on an area wide basis.
